Biometrics 101:
Understanding Biometric Technology And Its Implementation

This workshop will prepare you for the rest of the conference by providing fundamentals of biometrics, biometric modalities, devices and scanners, concepts and terminology. It will demystify enrollment, authentication, verification, and identification. Additionally, you will be presented with a comparison of capabilities, advantages, disadvantages, and vulnerabilities of various biometric systems.

We will review fundamental enabling technologies, standards, biometrics system architecture, testing/evaluating performance, acceptability, and privacy considerations; including:
  • Current state-of-the-art and new developments
  • Major biometric technologies
  • Multimodal biometrics - including the fusion of of fingerprints, iris recognition, face recognition
  • Major horizontal biometric applications
  • Large-scale integration and project methodology
  • Case studies of major deployments
  • Testing and certification of systems
  • Biometrics spoofing

  • Privacy and biometrics

WORKSHOP LEADERS: Abel Sussman works on the Booz Allen Cyber Technology Team, and is responsible for delivering information assurance and identity management solutions, especially through biometric development strategies, privacy protection and associated policy development. He serves as a subject matter expert to the Human Factors Division within the Department of Homeland Security Science and Technology Directorate (DHS S&T), Transportation Security Administration (TSA), and Federal Bureau of Investigations (FBI). Mr. Sussman has over 15 years of technology experience and has been recognized by Assistant Secretary of State Maura Harty for his critical role in managing crisis situations.

Andrew Sessions works on the Booz Allen Cyber Technology Team delivering information assurance and identity management solutions to clients, especially through collaborative policy development, leveraging biometric technologies, developing requirement solutions, and coordinating strategic communications efforts. Andrew is an experienced Information Technology professional with over 10 years in the industry and has extensive knowledge of biometric technologies, identity management, identity policy development, privacy and consent issues, strategic communications, and trusted identity. He developed and produced a series of Identity policy forums with senior government and industry leaders that encompassed such issues as HSPD-12, Trusted Identity, Identity Theft, Open Government, and Virtual Identity.

Implementing Biometrics:
A Step-By-Step Process To Ensure Project Success

During this workshop, you will learn best practices for biometric system implementation to help you avoid common pitfalls and ensure success. You will leave with a step-by-step checklist that can be tailored to your own biometric project.

Specifically, through examples of good and bad implementations,
you will learn a process for:
  • Understanding and defining key requirements - such as business, technology and legal requirements

  • Determining unique biometric considerations and risks
  • Addressing system integration considerations
  • Ensuring best practices for enrollment, interoperability, data privacy and security

WORKSHOP LEADER: Walter Hamilton is a Senior Consultant with Identification Technology Partners, a consulting firm in the identity management field. Prior to joining IDTP in 2006, he served as Vice President and General Manager, Biometric Solutions for Saflink Corporation after completing a distinguished 30-year career with Unisys Corporation. Mr. Hamilton is a recognized industry authority and subject matter expert on biometric technology. He is serving a sixth term as Chairman and President of the International Biometrics & Identification Association, a Washington, D.C.-based non-profit trade association that represents the collective interests of the biometrics and identity management technology industry. He is a frequent speaker at conferences and symposiums related to biometrics and identity management. He also serves as Chairman of The Biometric Foundation, a non-profit research and education organization.

Understanding And Using Biometrics Standards To Ensure Interoperability And Interchangeability

Since 9/11, development of biometric standards has expanded and accelerated -- at the consortium, national, and international levels. WORKSHOP LEADER: Catherine J. Tilton, VP for Standards & Emerging Technologies at Daon, has over 25 years of engineering and management experience, including over 15 years in the biometrics industry. She has led the design, development, and deployment of numerous biometric systems in both the commercial and government domains, many of which involved smartcards. Cathy is also very active in the development of national and international biometric standards, currently serving as the US head of delegation to ISO/IEC JTC1 SC37 subcommittee on biometrics and chair of the Biometric Identity Assurance Services (BIAS) Integration technical committee at OASIS.
