Ventris C. Gibson

Ventris C. Gibson was appointed as the National Labor Relations Board’s (NLRB) Director of Administration on December 2, 2013 after serving as its acting Chief Human Capital Officer. The (NLRB) is an independent agency that enforces laws to protect workers from certain conduct by employers and unions. At NLRB, she directs the human resources, security, safety, facilities management and employee development and learning programs that serves highly specialized and talented legal professionals across the United States.

Ventris also serves as a strategic advisor to other Chief Human Capital Officers under the Partnership for Public Service and is a key facilitator in the Ready to Govern series for new political appointees.  Prior to her appointment at NLRB, she served as an executive consultant with North Highland Company, a global consulting firm.  From 2003 to 2011, Ventris served as the Federal Aviation Administration’s (FAA) Assistant Administrator for Human Resources Management where she advised and assisted the Administrator in directing, coordinating, communicating and ensuring the quality of FAA human resources plans, programs and initiatives.  Ventris also had responsibility over 11 different HR regions and centers, an operating budget that exceeded $100 million and a staff of 700 full time human resources and administrative professionals. She was also FAA’s Designated Agency Safety and Health Official.

Ventris, a former US Navy veteran, transferred to FAA from the Department of Veterans Affairs (VA). At the VA, she served as the Deputy Assistant Secretary for Human Resources Management, and formerly as the VA Deputy Assistant Secretary for Resolution Management where she directed human resources management and civil rights programs affecting nearly 226,000 employees.  Ventris was a key leader in emergency preparedness, safety and security, and in the management of 24 different facilities where HR and Civil Rights professionals worked.  At that time, Ventris was also the department’s highest-ranking woman veteran.  With a career that spans over 38 years in both human resources executive and professional positions, Ventris is the recipient of numerous awards and commendations to include the Exceptional and Meritorious Service Awards, a Congressional Award for Excellence, and the Northern New Jersey Area’s prestigious “Woman of the Year” award.  Ventris is a graduate of the Federal Executive Institute, Leadership VA, and Aspen Institute. She has three children and is a native of Roseland, VA.
