9:20am – 9:55am
Most performance measurement systems at all three levels of government have been shallow, emphasizing accountability and not performance management needs. The considerable advances in hardware and software technology and the appropriate pressure for better evidence are becoming available to enable public agencies to transform performance measurement into a considerably more useful effort. This session will suggest a number of recommendations to make use of:
- Various technologies that could improve performance measurement systems
- Concepts of program evaluation
- Implementation challenges
